Once you see a car, there are some things you need to do in order to start driving it. If the car is parked, and you have the keys, then, you can simply get inside by pressing F. If the vehicle is locked press L first.

Press E to sound the vehicle's horn. Press B to put on and take off your seatbelt. Press X to duck inside the vehicle. Press H to control the high beams. Press Y to start the engine and drive away. Press L to toggle the vehicle's lock.
